WMV is an excellent tool for CBT, and in fact is used all over the world for that purpose. The WMP is installed on every Windows Machine, and is available for Mac as well.
http://www.microsoft.com/windowsmedia will get you started with the answer to about every question you could ever have. If you already have Windows Server 2003 or Windows 2000 Server, you already have all of the tools in place to start streaming media using WMV over a unicast connection. If you need multicast broadcast, 2000 also has that built in, but for Windows Server 2003, you need the Enterprise version. Encoding the media to WMV is easy as well, using the Windows Media Encoder, available free at the Windows Media website.
