It was the word used in at least one of the coyote stories I was reading recently... I assumed they meant socially, and the entry in dictionary.com does a pretty good job of summing up what I assumed was meant -- more or less:
http://dictionary.reference.com/search?q=degraded particualrly "demoted - disgraced - lower in dignity"... basically just "socially debased / outcast". The sort of person the cool kids actively avoid being seen near in high-school. Granted, it's a translation from an Indian language, so there's bound to be some margin of error for interpretation... maybe more so than with stories from some other parts of the world closer to England. > degraded?
