Food, water, medicine are all acceptable, as are basic necessities like 
clothing or blankets if you need them for survival. 

I don't exactly feel sympathy for Walmart, but the government can't allow 
generalized looting to take hold in the city. One would think we had learned 
that in Baghdad in April 2003. The reports are that there are armed gangs 
roaming the city and looting at will. The governor needs to pile in National 
Guard troops (which they are) and have them disperse the looters- and shoot 
them if necessary. It's a terrible tragedy to make that choice, but if the 
alternative is chaos, the choice is clear.
