There is also the possibility that some of them figured they would possibly not ride it out... Granted, the odds are greater in a hurricane that you'd suffer physically before dying -- assuming you did die. My father-in-law was a civilian reliability engineer for weapons systems (some of them nuclear I believe), and in the 50's when the government was issuing the "duck and cover" propaganda, he said he might not even evacuate prior to an attack (not necessarily nuclear) simply because "there's just no protection from some things". The same sort of logic followed through to tornado warnings, etc. -- don't put much stock in special precautions on the possibility that a tornado or a hurricane might hit you (asside from maybe choosing to live in a place where it's unlikely), live your life, be (reasonably) happy and if you get hit and you live to talk about it, lick your wounds afterward not before.
