If that's the case, I guess I'm a little surprised. Clearly some study was done on the probabilities of the hurricanes, the costs of a breech, and how much to spend on the levee. That means they must have estimated the impact of a levee breech. So when Katrina was rolling in and looked to be a 3 or more, shouldn't the mayor have ordered the entire town evacuated? Why weren't they more prepared?
