It's just a joke actually.

But yes...getting a girl to laugh if you don't know her is usually very
good.

There is a whole study somewhere about laughter and the human
psyche..that it releases this thing and that thing making everyone much
more comfortable etc. 

If you can tell a joke or something and get people you are trying to get
to know to genuinely laugh, things go a hell of a lot more smoothly.

This is true at the start of informal business meetings as well, you
know when you are trying to get to know/win over the client?

Think about this for a moment...

If you don't know the girl, and obviously chat-up lines don't work,
wouldn't making them giggle be a great ice-breaker? So, waggling the
eye-brows works about as well as anything for "getting to know" someone
as anything... Right?

Or am I off the mark?
