They said on the news today that there has been a plan for years for if a levee ever broke. I forget what they said past that exactly but I think it was something along the lines of even though the plan has existed for so long it was something not normally thought of. I got the impression it was like a plan existed but they never did simulate and train to actually impliment it but they did not say that.
