But, it could be a minimal city (or downsize it to a town), large enough
to support the oil industry.  Then, keep everything else, support,
larger communities, etc, 100-150 miles inland.

I don't think the "tourist attraction" should be rebuilt where it was.

That's why it exists. 

A City is required to support the highly important Oil and transshipment
facilities that exist on the gulf coast. That city is New Orleans.
