It depends on how often you'll use it.  I used to look for "most minutes"
and all that but soon discovered that I was spending upwards for $35/month
for a phone I used less than an hour a month.

We ended up getting the Virgin Mobile pay as you go plan.  You buy the phone
outright (there are several to choose from - we choose the $100 small flip
phones).  You have to put at least $20 worth of credit on the phone every
three months to keep it active.

The billing is $0.25 a minute for the first 10 minutes of any day and $0.10
a minute after that.  The per minute cost is flat (no long distance or other
charges).

So far I've never needed more than the $20 every three months.  So my phone
costs $80 a year with a $100 initial cost.
