After reading this excellent timeline compiled by ABC News Correspondant Terry Moran's brother, I think my conclusion is mostly the same, but I'm holding FEMA slightly more responsible (and, of course the President fully (for the lack of timely response)).
It appears that the President knew about the problem Saturday and asked FEMA to begin coordination efforts. Further it sounds as if they did a good job until the flooding started and then the red tape snarled and things fell apart.
