Well what strikes me is that she says she said "I need everything you've got." The mayor says he said "I need everything." And there are these stories about this and that not being used or sent because the mayor or the governor did not ask for them. So in all sobriety and without trying to say anyone is evil, perhaps for the next time there should be a checklust of what aid CAN be provided.
