Well, that may be true. But the excuse for that was that it's a Foreigner and not a US Citizen, so why should US citizens be worried, or complain in the first place.
But people, myself included, seemed to think that the law applied also to US Citizens, it just had not been enforced or carried out in public yet. It seems we were correct.
