Americans give more to charities in the form of private donations. The 
difference between public (government) giving- what I think you are talking 
about- and private giving reflects the difference in attitudes toward 
government in America v. in Europe, for example. Europeans tend to like a more 
socialist government, and Americans tend to like a more hands off government.
