One of the more popular products for developing "e-learning" is
Macromedia's Authorware. Its an icon based programming
app:http://www.macromedia.com/software/authorware/

The other one is Toolbook: http://www.toolbook.com/. Its more of
traditional approach. You design screens and sequences and attach
objects and scripts to them.
