That is to say that they build on previous work and expand to perform new tasks as necessary by way of subtle approximation. I think (or at least hope) that we strive to create this kind of product (although I have met programmers who've intentionally tried to make their code more difficult to manage, I don't consider that a smart or laudable goal). I know this was my objective when I started to write "rule managers".
