I think the lack of a ladder at the bottom meant the guy was the one
being locked in. But why write quarantine on the INSIDE - the guy
knows he is locked up. I can see not wriitng it at all, in case
someone went to the island.

As for world events - again - maybe the idea is that the prison isn't
perfect. It keeps them contained, but not completely.
