Actually, based on TV interviews I've seen with the Corp spokesman,
from what I understand they has actually been a plan to improve the
levees since the 70s, but it's just always been put on the back
burner.

This is kinda an achillies heel of term limits or terms in general
because if the project takes less than 4 years, alot of politicians
don't want to do it since they can't stand next to it and claim credit
once it's done.

In the past, folks have tried to get around that by naming the project
after the person in office who "started" it, but then the next person
often comes into office and tries to change it.  For example, there
was an atempt to rename Hoover Dam to Boulder Canyon Dam after Hoover
left office.

Often the guys in office (Dems and Repubs) aren't going to set their
egos aside and do what's right till something terrible happens like
has happened in New Orleans.
