There is no punchline...only the sad fact that Clinton's sunshine policy 
towards North Korea, galvanized with that 1994 (think that was the year) 
accord he signed, has left the world in a really dangerous situation.

NK used that accord to ramp up their clandestine nuke program, while the 
United States happily whistled dixie, blindly holding this accord that NK 
never had any intention of honoring in the first place. NK played us for 
suckers, and the world is a much more dangerous place for it today because 
of that.
