AFAIK, it isn't a federal law, it is a city ordinance. For the most part, the 
DC police are responsible for controlling protests in the city. They work with 
the Secrete Service, the Park Police, and the Capitol Hill Police, but DC 
police are responsible for this effort. The White House doesn't decide what to 
do about protestors in Lafayette Park or on Pennslvania Avenue. 

The only reason she elicits any sympathy is because the liberal press covers 
her in the most favorable possible light in everything she does. Giving her all 
the favorable press is a specific editorial decision that the heads of these 
news organizations make.
