Yeah. Somewhat to be expected given the chaotic nature of things over the last 
couple of years, but they should still be found and prosecuted.

On an interesting note, I know a guy who worked as a private contractor over 
there, and he said they would very often do business completely in cash because 
there was no banking infrastructure in place to do it any other way. Guys would 
show up at their offices and say, "We need $100K in cash to buy vehicles." They 
would take the money and buy the vehicles. No receipts, no paper trail. 

In the case of my acquaintance, the money seemingly was going toward legit 
uses, but the general lack of banking, accounting records, or any paper trail 
created a situation where people could steal from the public treasury with very 
little risk of being caught.
