That passage didn't say that at all, it didn't even address the question if read in the context of the mother being injured. If the context was the baby being injured, then the passage says eye-for-an-eye. Read it yourself.
Also, *I'm sure* he's excluding the New Testament, whereby Jesus excludes the Levitical laws. Understanding Biblical law is not as simple as pointing at a passage.
