There's 2 techniques to both the riding and the dressing I've used.

Riding
----------
Ok, ice and snow are about so you need a few key things: studded tires
and fenders.  There are 2 varieties of tires: cheap and awesome.

For cheap studded tires: buy or get an old set of MTB nobby tires. 
Into each nobby screw in a 1/2" sheet metal screw.  Obviously you'll
need a screw gun for this.

Buy Nokian studded tires.  These are awesome and provide for supreme
traction.  The Finnish know a thing or 2 about riding a bike on ice!

Dressing
-------------
There are tights and the other category.  To me, tights are not the
answer so I waited until summer and bought a heavily discounted
Gore-tex shell set.  Later I added glove gaiters.  Some people use the
"lobster claws" by my glove system has been fine so far.

There's also the boot problem.  For now I'm using plain ole boots, but
I'd like a better solution there.
