I agree that he's socially conservative, but I think #1 he's loyal to
his friends.  That's a noble quality, but not when it's misplaced as
it was with Ms. Meirs.  He certainly did her no favors with that
appointment!

This latest appointment was a pure buckling to the Religious Right. 
He could've stuck with his independent theme and picked someone
unpredictable, but instead he reversed himself and went RR mainstream
begging the question of why he didn't just do that in the first place.

He is a wuss because he does what his base likes.  When they whine, he
buckles.  His base wanted the Iraq war (see The Vulcans) and he
probably did too, so that didn't take much courage.

His latest character-revealing moment was his Meirs pick; he went
against his base, they whined, and he buckled.  Thus he's a spineless
wuss.
