If you have software that will let you edit it, but not zoom in (which sound odd to me) you can always use the magnifier built into Windows. It's usually at: %SystemRoot%\system32\magnify.exe I know it's an accessibility tool but I find it immensely useful for icon work (in magnifies whatever your mouse is over so you can examine all the icons on the screen to see how they were done.
