+1 - Some people won't be deterred no matter what you do, then there's
gray areas, then there are people who won't do it simply because it's
illegal, then there are those that morally won't do it, legal or not.

Take speeding.  If you look at my driving record it's horrid - I'm
considered a "serial speeder", but haven't been ticketed in over 2
years.  That's part luck, part skill, and part technology.

I'm definitely deterred by tickets, and *for sure* deterred by jail. 
I speed, but not more than 100MPH which keeps me out of jail and if I
get a ticket that I can't defer, then I'll have to be a good boy.

So the law deters me.
