This may be a good instance of asking for forgivness rather than for
permission.

You could actually create a working web site that creates the actual XML
information and test it in a desktop browser.  Then, when showing what
can be done, all they need to do is point a phone service to your web
site and Bob's your uncle.

When people see how beneficial these IPT services can be, the director
may need to change his/her mind.
