I have a friend who works in the used car biz.  Usually what happens is 
that they "give" the car away for a great price to someone (usually a 
friend of the dealer or a tech, or a sales guy, etc), with the 
understanding that the car has problems, and that they are buying it as-is.

He got a great late model diesel Mercedes for cheap cheap money that 
someone had put regular gas into and messed the fuel system up.  He had 
it fixed and it's fine now.  But, they don't want to sell it to joe 
consumer for fear of the repercussions - even if it is fixed, it has the 
potential to go haywire somewhere down the road, then they could be 
liable, etc.
