Yeah, but what is stopping him from just saying "yeah I looked into your
cancelled payment and it was a mistake" to help ease the customers (Dana)
mind about the transaction? Seems that is all she is asking for. She also
clearly made reference to successfully making another payment (to another
vendor) within hours with the same account, suggesting that her paypal
account is fine.

While he is probably (who knows really) not trying to screw Dana, he could
put her at ease by simply looking into her first payment which she has made
perfectly clear.
