One thing that you may not have thought about doing is purchasing the ring
from eBay.  My wife and I did this for hers (we bought it together) and was
able to get a lot more ring for the money.  What we did was buy the stone
and then have it set in a ring separately.

There are several store front diamond sellers on eBay, who give you the IGA
certifications of the stone and the the rest of the supporting information
(flaw map, photos of it in different lights, etc.).   You have to do your
homework, but this can be a great way to maximize your budget.  That being
said, we (the wife) couldn't be happier with the ring we got.  Whenever we
get it cleaned the jewelers always comment on how nice of a ring it really
is.

Anyway, just an option you might not have thought about.
