The President doesn't control Congress, you must be thinking of Venezuela. 
Congress has totally stonwalled his very modest proposal for changing benefits.

At the end of the day, it all comes down to the American people. As soon as the 
public discovered they could vote themselves largesse from the public treasury, 
it was all over. And in a few years when the whole thing goes belly-up, the 
public will have the nerve to blame the very politicians who they voted into 
office on the promise that they keep voting for the programs that broke the 
bank.
