Safe house as in a place to put folks before they're fully integrated into the system. It's a "landing place" for adults when they hit the system. Turns out the one woman has Down's, and she's the one that was the primary caregiver for the mom. The other one probably has some sort of mental illness, but it's still a bit uknown as to what it is.
