I would have less problems with this if two policies existed. I had access to the information the device is recording about my driving. I would want reports that I could use to verify the device is working correctly, and give me advance information on the "taxes" I am accumulating. Secondly, I would want the process to be transparent so that I could see how much government vehicles are being driven. If the government is going to know my driving habits I should be able to find out the driving habits of the state comptroller.
