Right now the borders are wide open and we are continually fighting
and re-fighting battles to clear out the same towns.  Coincidentally
Mr. Bush's Iraqi example of Tal Afar is also mine (as taken from Sen
McCain).  We've cleared Tal Afar out 4 times now and after the 4th
they put some Iraqis there to see if they could finally hold it.

The US only has enough troops to hold some key cities - the rest are
on their own until the US patrols come by, clear them out, and then
leave.  A few weeks later they're full of terrorists again.

And one of the largest reasons they refill is because we don't control
the borders because we don't have enough troops to do it.
