I think you're right here too.  I just remember a whole page of thin panels
with the club/whatever going up and slamming down.  Very evocative.

I also remember something about the Joker claiming Diplomatic Immunity
because he was working for Iran or Iraq at the time?

You really, really should.  Insanely (pun noted and intended) great stuff.
Pretty much all the "good" Batman villains are represented in one form or
another.
