I've been seeing several of these kinds of stories lately. They
curiously started showing up after the administration said they were
going to make a stronger effort to propogandize the positive outcomes
of the war effort in Iraq to the Iraqis.

Perhaps they actually are being published independent of the
administration, but I'm just too cynical to overlook the
synchronicity.
