This gets back to the point Matt made - some people may not prefer
democracy over theocracy.  What if Iraqis vote in a theocracy?

I have some Slavic friends who've all said the difference between
Russians and Slavs is that Russians like being told what to do (they
want to be ruled), whereas Slavs don't.

I have no idea if that's true, but I can certainly see a person who so
believes in a leader that there willing to do just about anything for
them - including giving them expanded powers to, say, go to war or
violate privacy without process.
