This gets back to the point Matt made - some people may not prefer democracy over theocracy. What if Iraqis vote in a theocracy? I have some Slavic friends who've all said the difference between Russians and Slavs is that Russians like being told what to do (they want to be ruled), whereas Slavs don't.
