If I find a shell at the local Pump-n-munch from lot 2261 either you did it or you gave them to someone who did it. 2.) In order to make your own, you need the supplies which you can no longer buy without massive permits, etc., etc. So, yeah, it won't stop everything, but it'll make it much harder. If you combine that with tougher gun laws that require training, I bet it would be effective. There'll still be ways around it, but it won't be as easy.
