the difficulty comes in trying to draw a line between poop piles and art. I sort of incline to the opinion that art, even art I don't like, serves a public purpose. Albuquerque voted an ordinance that sets aside 1% of the budget for art and I am fairly content with that. In specific instances it is probably a waste of public funds and there are probably inequities in deciding who gets the funding but this seems to be a very small problem compared to the big howling waste of lives and money that is the war in Iraq.
