I am not sure that there is a difference. Bush's pre-emptive war (terrorist action) has cost over 2,100 American lives, 15,000+ Americans injured, and tens of thousands of injured or killed Iraqis, most of which were innocent civilians caught in the cross fire, collateral damage etc...
We had no right to invade Iraq. It has taken us away from the pursuit of terrorists and cost us billions of dollars, thousands of lives and the our status in the international community.
