I've seen the same. I think one factor is that there's so much attention 
paid to internal group dynamics, that they can't really "see" much 
outside the group.

Sometimes I stop, with hand motions indicating I'm not sure if they'll 
be moving to the left or right.

Another tactic I've been using lately, with very good success, is to 
take a considerate position on the sidewalk, not look any of the 
oncoming phalanx in the eye, and just raise my hands, in either 
surrender or bendiction. It's not threatening, but it tends to register 
on the group mind.

If I'm coming up from behind them, then singing helps clue them in that 
they might find it, uh, useful an' stuff to look around while spread out 
across the sidewalk's width... the first few bars of "Oklahoma" is a 
little too dramatic, but there's lots of tunes which seem friendly and 
eccentric enough while still bringing them back closer to reality.....
