Ugh, I mistyped and there's all kinds of confusion. I meant that there was a lack of basic substanence for people after Katrina hit New Orleans. A lack of basic substanence due to the lack of means to leave the area led to a rampant looting and crime. My example was meant to convey that a lack of welfare for people would lead to the same thing in the US. People who are hungry will kill others for the ability to eat. Hence a welfare system's purpose is not only there to provide food to the needy, it's necessary to help keep people from killing each other for the necessities of life. It's the basics of poverty, Mazlo's Hierarchy of Needs.
