I agree with you about NO, empowering and the fact that we give them 
something for nothing.    I would much prefer that we make people do some 
sort of work for the welfare. In any case, my opinion remains that we can't 
let the poor go hungry, with or without an exchange for work, both as a 
moral issue and a security issue.
