And laws like this are so easy to get around anyway.

Say wal-mart gave all their health care administrators raises, and brought
the cost up to or above 8%. It wouldn't change the level of care their
employees get, and it would still leave them on medicaide.

Laws like this do nothing to actually improve anything.
