erm, I think you are missing the point that it is Walmart that is getting the free steak. Maryland has a very healthy economy that can absorb any number of workers. I know, I lived there for years. The Washington Post classifieds are enormous. Even in the more rural reaches (Hagerstown, Frederick, Columbia) there is plenty of work.
I was talking to somoene about this and he said that Walmart *did* pull out of Quebec. Quebec appears to have survived.
