And the NSA has had this power since the late 70s via FISA! He could tap you for 3 days without approval. Do you think even if the NSA hears them it does a damn bit of good? Do you think they say, "hey let's hit Sam's house tomorrow?" Of course not. 1.) They speak in old Arabic or a made up language. 2.) They use code words that are impossible for the NSA or anyone else to understand. 3.) They use rotating phone lines. The only way to catch terrorists is to look for pattern in behavior like, for example, asking for training to fly but not take off or land.
