Uh, what? You just do it. I lived in a mining town. It probably takes less than $500 to get a decent amount of money rolling in. My mother-in-law has a friend who grew up with her in a chicken company town in Texas. While my mother-in-law moved away to start a family, this lady starting making candles with less than $50 of supplies. The plain fact is nobody owes those people anything. If they want something they need to stop whining and go get it. If they aren't happy with the company then create a job, get another job, or move. It already exists in the private sector and there is no need to move it to government and, if you did, it wouldn't work.
