Yes he does, actually. When an encyclical is issued, it set policy for the entire Roman church. He is the CEO and there is a current concern in the Roman church that Eros love is destroying our society. Why should he worry about these? How do they directly affect the Roman church? Should the head of a religious organization really make political statements? That is what caused over 1000 years of problems with "Divine Right of Kings", the Spanish Inquisition, the Crusades and many others. Let him make policy for his church and leave the politics to politicians.
