Check out XAMPP.

"XAMPP is an easy to install Apache distribution containing MySQL, PHP
and Perl. XAMPP is really very easy to install and to use."

Deanna will attest that I nearly wet myself with how easy this was. I
do wish it included an easy gui interface for editing things like the
..conf files, but just getting all these running together in a single
click and install package is sweet. And it installed phpMyAdmin
automatically. It's even got a simple web interface to slap passwords
on all these different servers, plus it includes the FileZilla ftpd
server.

But it doesn't include Ruby.
