is she on welfare? If so she probably already gets food stamps. Is there work in that town? She may be trying, in a dysfunctional way, to get interview clothes. Or not. Perhaps she is terminally self-involved, and as I mentioned, the answer to that, if the child is truly neglected, is a call to child welfare.
