That's pretty messed up. I'd never even heard of this "Mexico City Rule" 
until today. It gets absolutely no press. Seems like it was initiated in 
Reagan's term, rescinded on the first day of Clinton's term, then reinstated 
on the first day of Bush's term.

My guess is it will probably be rescinded again on the first day of the next 
Democratic president's term.
